General situation

1. According to the UNDP/DHA Resident Representative in Manila, on 18 August 1997, fringes of Typhoon Winnie together with torrential monsoon rains hit several regions in the Philippines, causing flooding, in particular in the northwestern and northcentral regions,including the Luzon region and the Metro Manila area, and parts of Visayas and Mindanao.

Latest figures

2. Latest figures provided by the National Disaster Coordinating Council indicate 17 people dead, 5 injured and 1 missing. Approximately 151,153 families or 810,105 persons have been affected. A total of 11,312 families or 53,654 persons were evacuated. All evacuees in Metro Manila already returned to their homes as the floodwaters receded. Damage to agriculture, fish ponds and livestock reached some PHP 60.188 million (approximately US $2.2 million). Two hundred four (204) houses were totally destroyed while 5,885 were partially damaged. A number of dikes and bridges collapsed and a sea-wall was washed out in Davao City. A number of roads leading to the Cordillera Autonomous Region were closed to traffic due to landslides. Various roads in lahar-affected areas were closed to traffic due to deep floodwaters.

National response

3. The relief operations are being carried out by the Philippine National Police and the Armed Forces of the Philippines. Disaster response teams have been dispatched to the affected regions to assist in the evacuation and relief operations. The Department of Health has sent medical teams to evacuation centers to assess the health situation and provide medical assistance. The Philippine National Red Cross has distributed food supplies to 4,106 families.

4. The Government has not issued an appeal for international assistance.
